The statement defines two further concepts as essential:

'Quality of Life' : including 'Quality
of environment' & 'Overall health of the population

|
|
'Equity' : "It will only be possible
to reduce environmental impacts if poorer & other disadvantaged groups
are given greater access to resources & to decision making, with
both benefits & burdens shared more equally."
